Board of Directors Meeting
The Southcentral Kentucky Community and Technical College Board of Directors held its meeting on Thursday, February 16, 2023, at 4:00 p.m. on Main Campus, 1845 Loop Drive, Bowling Green, Kentucky.

Minutes
Call to Order
Chair Jackie Perkins called the meeting to order at 4:15 p.m. and welcomed Board
members and staff.
Motion to Approve Minutes - Approved
Chair Perkins asked the Board to review the minutes from its September 29, 2022,
Board meeting and asked if there were any questions or comments. Ms. Treva Shirley
moved that the Board approve the minutes. Mr. Tye Burklow seconded the motion and
the motion passed unanimously.
Recognition Items
Dr. Neal announced Mr. Mark Leonhardt, support staff, Ms. Kelcie Richart, administrative staff member, and Ms. Renea Watkins, faculty member, as winners of the SKYCTC Award of Excellence.
These individuals were recognized for their exemplary performance in position responsibility, leadership, professional and organizational development and will be recognized on a national stage at the League for Innovations Conference in Tempe, Arizona in March 2023. Ms. Heather Rogers and Ms. Sherri Forester will join them at the conference.
Chair's Report - Chair Jackie Perkins Reporting
Chair Perkins directed the Board to the Calendar of Scheduled Committee meetings as a reminder of the upcoming committee meetings.
Chair Perkins announced that the ACCT Annual Leadership Congress is scheduled for October 9-12, 2023, in Las Vegas, Nevada. Please mark your calendars and plan to attend if College budget allows.
Student Government Association (SGA) Report
Ms. Amanda Dean gave the SGA report. She reported that SGA hosted its second annual Fall Festival, and the proceeds will go to Curbside Ministries. She also updated the Board on other SKYCTC Clubs and their activities.
President's Report - Dr. Phillip Neal Reporting
Dr. Neal called on the Cabinet members to present their reports.
Administration
Ms. Sherri Forester, Vice President of Administrative Services, directed the Board to the President's Report for the Human Resources report.
Ms. Forester announced that SKYCTC completed the Best Places to Work application and employee survey for 2023. The College had 84 percent survey responses for its employees.
Academic Affairs
Dr. James Mccaslin, Provost, gave the Board an update on the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). He stated the College's ten-year Compliance Report will be submitted before March 1, 2023, and that the onsite review will be September 2023.
Dr. Mccaslin announced that Dean Stephanie Hyman has been appointed the Coordinator of the Quality Enhancement Plan (QEP), a five-year project focusing on improving student success. SKYCTC's QEP topic will be increasing success and persistence among students with a grade point average below 3.0.
Student Services
Ms. Brooke Justice, Vice President of Student Services, gave a brief enrollment update. She presented the enrollment trends and explained each enrollment category.
Business Services
Mr. Chris Cumens, Vice President of Business Services, gave a brief financial update. He did an interactive presentation for the Board entitled "Financial Literacy: How to Get Students in College and Graduate Debt Free."
Resource Development
Ms. Heather Rogers, Vice President of Resource Development, gave a scholarship update. She announced that the College is currently taking applications for the Distinguished Alumni Award and showed a video of Mr. Roddy Grimes, the latest winner of the Distinguished Alumni Award.
Announcements
Dr. Neal stated that he may call on Board members to contact their legislators.
Chair Perkins announced that the next scheduled Board meeting is the all-day work session and business meeting on April 27, 2023, at 8:30 a.m. at the Franklin-Simpson Center.
hair Perkins announced that the SKYCTC Pinning Ceremony is scheduled for May 3, 2023, at 1:00 p.m. at the Cave City Convention Center.
Chair Perkins announced that the SKYCTC Graduation is scheduled for May 5, 2023, at Southern Kentucky Performing Arts Center. Time to be determined.
