
Dr. Ted A. Lewis
Ted holds a Bachelor of Arts in Political Science from Texas Wesleyan University;
a Master of Science in Political Science from the University of North Texas; and a
Doctorate of Education in Educational Administration with a specialization in community
College Leadership, with distinction, from the University of Texas at Austin.
Ted serves as Chief Administrative Officer of Bluefield State University-Beckley. Previously, he was Provost and Vice President of Academic and Student Affairs at Bluefield State University where he was twice recognized as “Administrator of the Year.” He was formerly the Vice President of Academic Affairs and Chief Academic Officer at Pellissippi State Community College. He was founding Dean of Instruction at Lone Star College-CyFair, Professor of Political Science and department chair at Collin College, and director of Collin College’s national Bellwether Award-winning learning communities program. Under his leadership, colleges have developed more than 50 new academic and career technical programs, graduate programs, concentrations, certificates, and customized trainings for business and industry.
Ted has built and empowered highly effective leadership teams, using data-based evidence, to expand quality educational experiences, student support, and wrap around services that increase student access, engagement, success, retention, and completion. He has led teams that have initiated, developed and successfully implemented positive changes in admissions, financial aid, retention, transfer, and graduation/completion rates. Ted has effectively used technology in academic and non-academic applications to streamline and automate admissions and financial aid processes, and create or expand online offerings, evening courses, weekend programs, and academic cohorts/block schedules to increase student access to college courses, programs, and services. As chief academic officer he led teams of diverse constituents that created accelerated cohorts that achieved a 90 percent retention rate, an overall completion rate of 85 percent, and were recognized nationally as a top instructional program by the Futures Assembly. Ted has also led teams that developed and implemented the high-impact practices of study abroad, service-learning, co-requisite remediation, and a mandatory college success course for all incoming students. He has been nationally recognized for instructional programs and student success initiatives by the American Association of Community Colleges, the Fulbright Program of the U.S. Department of State’s Bureau of Educational and Cultural Affairs, the Institute of Higher Education at the University of Florida, the Institute of International Education, the National Alliance of Community and Technical Colleges, National Council of Instructional Administrators, and the President’s Higher Education Community Service Honor Roll.
As chief student affairs officer, he worked with faculty and staff to develop and implement an aggressive plan of student retention and growth. Utilizing best practices of recruiting teams, intrusive advising, student success contracts and plans, and early alerts for at-risk students he oversaw enrollment growth by more than seven percent during the COVID pandemic.
A multiple award-winning teacher with over 35 years of experience at the college level, Ted has been inducted into Who’s Who Among America’s Teachers. He has conducted workshops and delivered presentations on active learning strategies, community partnerships, curriculum development, engaged scholarship, student success, and workforce education for the American Association of Community Colleges, the American Association of Colleges and Universities, the American Association for Higher Education, the Community College of Qatar, the League for Innovation in the Community College, the National Council of Instructional Administrators, the National Council for Workforce Education, The National Institute for Staff and Organizational Development, and other international educational organizations.
An award-winning author, Ted has written about higher education and published research in such periodicals as the Community College Daily, Community College Journal of Research and Practice, the Journal of the League for Innovation in the Community College, the National Social Science Journal, and Vicissitude: A Refereed Journal for College Leaders. Ted has also mentored more than 300 student scholarship recipients, and has had multiple endowed scholarships established in his honor by Collin College, Cypress-Fairbanks Educational Foundation, and Lone Star College.
Ted has served on several educational boards and foundations and is past board chair of the National Alliance of Community and Technical Colleges. Active in his community, he is a Rotary Paul Harris Fellow and former club president. Ted is the former chair of the Applied Research Foundation of West Virginia and serves on the Board of Directors of NASA West Virginia Space Grant Consortium and the Alliance for the Economic Development of Southern West Virginia. He formerly served on the Knoxville Area Urban League Board of Directors, the Tennessee College of Applied Technology Advisory Committee, and the Great Schools Partnership Community Schools Taskforce. He was the first recipient of the Shooting Star Award by the Cy-Fair Houston Chamber of Commerce and was appointed by the governor to the Tennessee Technology Corridor Development Authority. Ted and his wife, Katherine, live in Bluefield, West Virginia with their two sons: Theodore, age eight, and Theron, age six.

Bluefield State University is a comprehensive university comprised of two campuses in southern West Virginia that awards associate, baccalaureate, and graduate degrees.
Responsibilities:
- Transition Bluefield State University-Beckley into a comprehensive campus.
- Ensure campus success and its students by increasing academic opportunities and ensuring a high-quality campus environment.
- Oversee all day-to-day operations of the campus to manage budget and facilities, and provide supervision to all employees.
- Ensure that the curriculum and academic programs meet the needs of the students and fulfill the mission of the institution.
- Create a positive and inclusive campus culture, promoting student engagement and success.
- Secure funding for the campus through grants, donations, and other fundraising efforts, and develop relationships with alumni and community partners.
- Represent the campus to external stakeholders such as government officials, business leaders, and the media, and build partnerships and collaborations that benefit the University.
